The Bears, like the Tigers, had been let down by the BSPA who had assured tracks from the lower league that heat leaders from the higher league would be made available to them. Sergei Kuzim was injured on-track in Russia before he even joined the Tigers and was eventually replaced by Zoltan Adorjan, while the Bears were seriously short changed by the joke of permanent rider replacement. Added to this Mike Smith had recently attempted to reposition the Cleveland Park pit gate with his thigh and was in hospital with associated complications. Also Robert Nagy was missing from the Bears line-up, and given that his replacement was junior Stewart McDonald I guess it wasn't for an F.I.M. approved meeting.

The Tigers had annihilated the Bears at Owlerton earlier in the year and were expected to do well, but Greg Bartlett in particular was way off the pace and Zoltan Adorjan and Roman Matousek only managed one win apiece.
